Season and flour the shanks
Pat shanks dry, season with 3 g salt and pepper, then dust lightly with flour, shaking off the excess. Tie each piece around its circumference with kitchen string if needed to hold its shape.

Brown the shanks
Heat oil in a wide Dutch oven over medium-high heat. Brown shanks in two batches for 3–4 minutes per side until deeply golden; transfer to a tray.

Build the braising base
Lower to medium. Cook onion, carrot and celery 7–8 minutes until soft. Add wine, scrape the pan and reduce by half, then stir in tomatoes, stock, bay and thyme.

Braise until tender
Return shanks in one layer; liquid should reach about halfway up the meat. Cover and simmer very gently for 90–105 minutes, turning once, until a fork enters easily and the connective tissue is soft.

Make gremolata and finish
Mix parsley, garlic and lemon zest. Remove bay and thyme, taste the sauce with remaining salt, and spoon sauce over the shanks. Scatter gremolata on top just before serving.
